Joseph Martineau, Ph.D.
Joseph is an experienced policymaker and psychometrician in assessment and accountability innovation.
Joseph Martineau joined the EdMetric team as a Senior Associate in October 2024. Joseph was previously a Sr. Strategic Advisor and Executive Director at ETS in psychometrics and research responsible for systems and capabilities, constructed response scoring validation, AP, and K12 assessment where he started in 2019. Before that, he was at the Center for Assessment for 5 years, leading and contributing to work on growth models, preparing for and analyzing the effects of interruptions of online testing, development and improvement of testing and accountability systems, designing comprehensive assessment systems, writing requests for proposals, preparing for federal peer review of state assessment systems, and evaluating proposals for statewide assessment. His clients included the Council for Chief State School Officers, the Smarter Balanced Assessment Consortium, the Multistate Alternate Assessment consortium, California, Michigan, Montana, Nevada, New Hampshire, New Mexico, North Dakota, South Dakota, Utah, Wyoming, Gwinnett County Public Schools (GA), and ETS.
Before joining the Center in January 2015, Joseph spent ten years with the Michigan Department of Education (MDE) as a Psychometrician, Manager of Large-scale Assessment Programs, Director of Assessment & Accountability, and Deputy Superintendent responsible for assessment, accountability, strategic research, data systems, educator preparation, educator certification, and public and governmental affairs. Highlights of his accomplishments at MDE include developing a new growth model, developing requests for proposals for state assessment system, developing successful peer review submissions, managing many standard setting activities, making successful business cases to the legislature for new staffing and funding, and building IT systems for item development, item banking, test construction, and test administration management.
Joseph has also served as a Board Member of the National Council on Measurement in Education, Co-chair of the Smarter Balanced Assessment Consortium, and Appointed Representative of the State Superintendent on the Michigan Council for Educator Evaluation.
